Section 907, hereby titled RESIDENTIAL RENTAL PROPERTY REGISTRATION <br />AND LICENSING is hereby created as follows. <br />Section 907.01. Purpose. The City recognizes a need for an organized inspectio�► program of residential <br />rental property with 1 to 4 units within the City in order to establish and enforce minimum standards for <br />stnal� rental units to meet City and State safety, health, fire, and zoning codes within the City and to <br />provide a more efficient system to ensure that the stock of rental property within the City is properly <br />maintained. The City recognizes that the most efficient system to provide for re►Ital inspections is the <br />creation of a program requiring the registration and licensing of all residential reiatal property with 1 to 4 <br />uniis within the City so that orderly =ii��K��:4-o�i3� ���ti be undertaken. <br />�-,d. <br />Section 907.02. De�nitions. ;,�-- �� � <br />.y �.,. <br />l. The term "residential rental property" ine'��s �i7 r��� i � I�.��ii�, ��rkt��i�rt, room, enclosure, or mobile <br />�M.�.,� <br />home with 1 to 4 u��its incl�ding the real ��u�r��- upon w����i it is located and which surrounds <br />it, which is rented or offered for rent as I ix i i7� y i i.7� LV I'k. I�iL`51{Ii:l7k I.i I rel�tal property does not mean <br />o��-ca��pus college housing, hospital units, a-n�j±_� home units, multiple rental property over 4 <br />units or hotels or motels with daily rental �i�:��� �I,�c7�'which shall be specifically exempt from <br />registration and license under this Section. <br />2. The aa�+�J�.����a�a- includes natural persons as well as business entities, whether one or more. <br />3. The ;: �ranp I iaa:�� �rt3i: �: •�' means any person or entity designated by the Roseville HRA to <br />perform �i ��[�H�}i �.; au��deter�nine compliance with the applicable rules, standards, statutes and <br />{ti��ti7���:��14��:} . �i:� <br />� <br />Section 907.03. Registration and License Requirements. It is unlawful for any person to hereafter <br />occupy, allow to be occupied, advertise for occupancy, solicit occupants of, or let to another person for <br />occupancy any residential rental property of 1 to 4 units wit�ain the City for which an application for <br />license has not been properly made and filed witi� the City and for which there is ��ot an effective license. <br />Initial application and renewal shall be made upon for�ns furnished by the City for such purpose and shall <br />specifically require tl�e following minimum information: <br />1. Narne, address and pl�one number of the property owner and, if owner is not a natural person, the <br />name, address and phone number of a designated agent for the owner. <br />
