At a press <br />conference held at Edgewood Middle School, Governor Tim Pawlenty officially announced that <br />our district was approved to participate in the State's new Q Comp program. <br />Q Comp supports districts that establish alternative compensation plans for teachers. <br />Mounds View's version of Q Comp is called Mounds View Teacher Professional Pay System <br />(MVTPPS). To date, Mounds View is the largest suburban district and among only four <br />districts in the state to be approved to participate in this innovative program. <br />As Governor Pawlenty said today, "Mounds View has a chance to be a very large leader," and <br />clearly, this unique achievement demonstrates that our district has a progressive spirit. <br />It also represents a shared commitment to doing what's best for students by aligning <br />teacher compensation with teacher performance and student achievement goals. <br />HOW DOES IT WORK? <br />Our desire to participate in this program also demonstrates fiscal and academic <br />accountability. Pay will no longer be based exclusively on teachers' years of experience <br />and training. Now, compensation will be based on teachers' demonstrated continuous <br />improvement by: <br />o Developing rigorous annual student achievement goals, which are linked to site student <br />achievement goals. <br />o Meeting classroom performance expectations as judged through the peer evaluation system <br />and in evidence of student achievement gains. <br />o Expectations and opportunities for teacher leadership (mentoring, serving as building <br />instructional leaders, etc.). <br />o Expectations and opportunities for professional development. <br />It's also important to know that Q Comp revenue is dedicated to teacher compensation. <br />Based on State law, districts receive $260 per pupil. In the first year (2005-b6}, this <br />comes from state aid. For Mounds View, it provides about $2.6 million. Based on State law, <br />districts receive $260 per pupil in the second year. Of this, $190 comes from state aid <br />and $70 comes from levy dollars. For Mounds View, it might provide about $2.6 million or <br />less, depending on enrollment. <br />WHY WERE WE APPROVED? <br />This accomplishment did not come quickly, easily or by working alone.
