Discuss �osevilIe's Liquor Code <br />Finance Director Chris Miller reviewed the City's current off- <br />sale liquor licenses available, noting that there were ten allowed <br />under City Code and nine were currently in use. Mr. Miller <br />noted that staff had recently received an application for the tenth <br />and final license; and expected the request to come before the <br />City Council in the near future, subject to planning and zoning <br />review. <br />Mr. Miller noted that staff had been advised that at least one <br />prospective commercial entity within the new Twin Lakes <br />Redevelopment Area had expressed interest in obtaining an off- <br />sale liquor license. <br />Mr. Miller reviewed State Statutes; City Code, Ordinance 956 <br />enacted in 1984; and the inability of staff to identify the specific <br />rationale for setting the maximum off-sale licenses at ten; but <br />speculated on several possible reasons. <br />Staff sought Council direction as to whether Code amendment <br />should be considered to increase the number of off-sale licenses. <br />Discussion included local preferences; type of licenses and <br />establishments; health, safety and welfare concerns; market <br />forces; competition and balance; quality of life and community <br />vision issues; and whether the Council wished to take action at <br />this time, rather than making a decision hinging on an exact <br />applicant coming forward and implications. <br />After further discussion staff was directed to return to the <br />Council with a proposed amendment to City Code raising the <br />number of applicable off-sale liquor licenses. <br />�.aseville's <br />Liquor Code <br />
