Request for Council Action <br />Date: November 14,2005 <br />Item: 3.j <br />Department Approval Manager Approval Agenda Section <br />Item Description: <br />Award Contract for Operation of a Clean Up Day <br />Bacicground <br />Roseville reinstituted a Clean U� Day in 2003 after a decade hiatus. The service has been well received. There <br />have been between 447 and 5G1 vehicles visiting the site in each of ihc three years of the Clean Up Day. <br />Residents have disposed of more than 15 tons of garbage and recycled more than 10 tons of appliances, <br />electronics and tires each year. <br />Lightning Disposal had the lowest bid for the original Clean Up Day in 2003. Lightning's performance has <br />been exemplary. The crews are experienced, courteous and conscientious. As a result wait times are minimal <br />and the site is swept clean at the conclusion of the event. In 2003, the City Council granted Lightning a two- <br />year extension that expired this year. <br />At its August 8, 2005 meeting the Council directed staff to issue an RFP for operation of a Clean Up Day. Staff <br />received one proposal from LightningDisposal. Despite a near doubling of �,���� prices since 2003, Lightning is <br />proposing to raise fees for each category by only a few dollars. <br />Staff is proposing awarding the contract to Lightning Disposal because of its high quality service and low <br />pricing. It also allows staff to locic in a contractor. Due to the popularity of municipal clean up days contractor <br />schedules can fill early. <br />Financial Implications <br />Users would pay two-thirds of the disposal costs for their items — the City would pay the other third. Roseville <br />has paid between $4,500 and $5,500 for operation of the Clean Up Day. Staff has proposed budgeting $6,000 <br />to cover disposal costs. The contractor and City staff estimate this should be sufficient. <br />Council Action Requested <br />Council approves awarding a three-year contract to operate a Clean Up Day with Lightning Disposal, <br />Attachment: Lightning's Price Chart <br />
