City Council Regular Meeting —� 0/241QS <br />DRAFT Minutes - Page 12 <br />Councilmember Kough expressed concern that the <br />recently-discussed parking restrictions on E Snelling <br />Service Drive were not enforceable without City Council <br />action. Councilmember Kough invited public comment <br />from residents in the area of the parking concerns. <br />Ms. Burlingame, 2977 As�ury <br />Ms. Burlingame noted that the faculty and students from <br />the Northwestern College were wonderful to work with and <br />sympathetic to the parking situation. However, Ms. <br />Burlingame noted that the overflow parking continued, <br />with the number of students and vehicles per unit too dense <br />in number to be facilitated. Ms. Burlingame noted that the <br />students were also at a loss to find a solution, with <br />inadequate and costly parking inside the building or outside <br />parking not being suf�cient. <br />Ms. Burlingame noted the difficulties of guests at their <br />home �nding parking within walking distance of their <br />home; noted the increased frus�rations when the apartments <br />were designated dormitory housing and the inadequacy of <br />the parking lot to facilitate that housing concept. <br />Mayor Klausing noted the previously-expressed concerns <br />related to unintended consequences to the neighborhood, <br />creating the short-term solution attempted by the City, <br />while attempting to resolve the long-term situation. <br />City Manager Beets provided staffs interpretation of <br />previous Council directive for installation of "No Parking" <br />signs for one year, while staff scheduled meetings with <br />Northwestern College representatives and the <br />neighborhood to find resolution and discuss parking and <br />other neighborhood issues and concerns. <br />Discussion included safety concerns; negative impacts to <br />property owners; Public Works Director's installation of <br />signage and Police Department enforcement. <br />Ms. Burlingame was asked to coordinate with Public <br />Works Director Duane Schwartz regarding her concerns <br />
