Professional Services Policies <br />BACKGROUND <br />The City of Rose��i fle rct�ins outside professional scrvices in the areas p�', <br />i.�epa[ (Prosecution, Civil, Economic Dcvelopmcnt, and Bond Counsel) <br />Appraisal <br />Planning and Landscape Design <br />Audit <br />Engineering, Architectural, and Environmental <br />Agreements for the above seevices have been through contracts either for specific projects or scrviccs, or <br />a given period of time. For legal services, tvrittCi� agreements arc complctct� annually. <br />PURPOSE <br />It is desirable to amend tl�a current methods of selecting and retaining consulting services to: <br />■ consolidate significant professionals�r-vic� �olicies into one uniform policy <br />■ provide Citywide consistency in f�c procedure of selecting and retaining professional <br />services <br />• . ensure public confidence in process integrity by limiting thG amount of time professional <br />services arc provided <br />� cnsure a fr�Sh perspectivc and new approach to professional scrvices <br />. . ensurc a reguiar,:cansistent fiscal review of professional services . <br />. . . .,. , . , , <br />� �¢�.! � <br />It is t�e policy of the City to employ a consistent practiec for selecting and retaining professional services. <br />Contracts for professional services shall be for three (3) years, and include a review process. Consulting <br />�rms shall be engaged for a period of not more than two (2) consecutive �hre� (3) year periods. After six <br />(6) years, they shall not be allowed to renew consulting services for a period of thrce (3) years. If d�err��d <br />in the City's best interests, the City Manager may continue professional services for longer than six (6) <br />years. If the necd arises, the City Manager may solicit proposals and scle�t firms for spccia� projects or <br />scrviccs.
