The Council discussed Eureka Recycling's biweekly, <br />two-stream proposal and its innovations to increase recycling in Roseville. � e further <br />encourage t13e council to evaluate Eureka R�cycli��g's proposal for weekly, two-stream <br />collection, which is the most cost effective way to significantly increase the recycling rate <br />in Roseville. <br />During your discussion at Monday night's council meeting, it became clear that the City <br />of �4s��e is interested in accomplishing two goals as it selects a new recycling contract: <br />1) Secure revenue sharing and reduce the cost of the recycling program <br />2) Increase the recycling rate in Roseville <br />Weekly two-stream collectionis the best way to accomplish both important goals. <br />20 % less e�ensive <br />W eekly two-stream collection under Eureka Recycling's proposal is 20% less <br />expensive on an annual basis than your current rate for bi-weekly collection with <br />Waste Management. Eureka Recycling's revenue sharing makes our two-stream <br />weekly proposal, by staffs calculations, at least $425,000 less expensive over the life <br />of the contract than Waste Management's single stream proposal, which does not <br />include a revenue share. <br />20% more recycling <br />W e have already seen an increase of 20% in the recycling rate by switching to <br />weekly two-stream collection in Saint Paul. W e expect to see continued increases <br />as we further educate residents about weekly two-stream collection. Many studies, <br />including our own and the pilot done in Roseville, show that recycling rates <br />increase when people have more room to store recycling. A weekly program is an <br />innovative way to increase recycling: it allovas you to double recycling capacity <br />without lowering the quality of the materials collected, which occurs when <br />materials are collected in a single stream program. Furthermore, environmentalists <br />and recycling experts ���i around the country are concerned with the negative <br />impacts of single stream recycling on the quality of materials.
