In addition to working with GMHC and <br />housing developers to identify seniors moving out of single family homes, <br />the HRA will support future funding efforts for SHRP. Identified as a <br />high priority for the HRA. <br />• Develop a���� which includes a provision that allows new "senior only <br />housing" projects developed in the community to collaborate with the <br />HRA, local churches, school districts, GMHC and/or private sector <br />developers to provide linkages between senior residents moving from <br />their homes into the new development with families. <br />4.6 Work with rental property owners to encourage continuous <br />improvements that contribute to a quality living environment c� its <br />tenants and the sustainability c£ mixed-use neighborhoods. Strengthen <br />tenant/ �andla�d relationships and upkeep c� rental properties through <br />education, inspections, permits, and rehabilitation loan programs. <br />• Explore the merits and funding c� a�ental licensin�,�p�o� designed to <br />assure that approximately 4,584 multi-family rental units meet life and <br />safety standards and current City codes. Currently, only the common <br />areas are inspected for fire safety issues and the Section 8 units <br />(approximately 200) are inspected as part c� a Metro HRA agreement with <br />the City. Building officials estimate that many c� the existing units are <br />older with deferred maintenance and would not meet Iif�/sa£e�y and city <br />code standards. <br />• Develop an �ar°trazent Im��ovement Pra�am that provides an innovative <br />funding program to rental property owners to make necessary <br />improvements to aging complexes. Reserve the Local Development <br />Corporation and other CDBG based funds for the support c� the program. <br />Identified as a high priority by the HRA. <br />. Support and market the use c� the State Rental Rehabilitation Loan P�o�am <br />which provides low interest,l5-year loans for a maximum c� $10,000 per <br />unit or $100,000 per structure funded by Minnesota Housing Finance <br />Agency and administered by the North Metro HousingResource Center. <br />4.7 Evaluate the establishment c� Housing Improvement Districts to address <br />ownership multi-family improvements -(Town home and Condo) <br />�c�sev�i]Ie ComprehensivePlan - 2003 Update Page 12 of 12 <br />
