Section 5. Benchmarking
To ensure that the action steps meet and achieve the HRA goals, a system c
review or benchmarking will be established to provide a litmus test for success.
The benchmark program for the Housing Plan is reviewed by two factors.
1.)Comparison with similar communities
2.) Outcome based evaluations
The HRA's annual report will include a comparison c improvements,
renovations, programs and services with other first ring communities. The
comparisonwill also include funding levels and resources.
The Outcome Based Evaluation is a results oriented measurement cf how the
various programs have made a difference in the City. This method provides
accountability to funders and the community at large. In addition it provides a
return on the public investment and a sense that the community is getting
something for their money. The Outcome Based Evaluation approach helps
determine which programs are working, which are not and provides
opportunitiesto adjust strategies and tactics for increased effectiveness, as well
as direct resources to those programs with proven results.
osevztl Comprehensive P1an - 2003 Update Page 16 of 16
