license program in the budget and has anticipated costs for a new %a time inspector and `/4 <br />time administrativestaff. However, the IIRA is currently awaiting a proposal of costs <br />from the Housing Resource Center to provide this service through a contract. The IIRA <br />budget and levy request can be reduced prior to December to reflect the reduced cost <br />though a contract if acceptable. <br />3.2 The IIRA has attempted to be conservative in their evaluation of the value of the <br />programs that are funded with the IIRA levy. They believe that the request accurately <br />reflects what is needed to continue the existing programs and begin a rental licensing <br />program. However, the City has the option of funding the rental licensing program <br />through the general fund if they feel that is more econo�nically feasible. <br />3.3 The HRA must annually review and amend their Housing Plan (attached) to fully outline <br />the goals and objectives and strategies for implementation of programs funded by the <br />IIRA levy. Tl�e Housing Plan has been updated based upon the 2004-2005 multi family <br />study action steps and the priority action steps associated with the neighborhood <br />enhancement report. <br />3.4 The IIRA has been fully operational since January 2003. Its Board of Directors is made <br />up of 7 residents with diverse backgrounds and represents an excellent cross section of <br />the community. In July, Councilmember Maschka was appointed to the IIRA which <br />provides an excellent connection between the IIRA and Council. Attached is a list of <br />accomplishments of the HRA in 2004 and 2005. These programs are funded by <br />existing HRA funds and levy funds supported by the City Council.
