 11.
.,,,,.,..., ,
Summary of Impact of Proposed Levy for 2006
What impactwill the Proposed 2006 HRA Levy have on Roseville residents?
The housing levy does impact the taxpayer's property taxes. However, the
increase should be viewed as a small investment into the community to help
ensure that property and neighborhoods are being protected from blight which in
turn creates decrease values and potentially increased crime. Not all residents
are responsible land owners either because they do not have the desire or
capacity. This has a direct affect upon those property owners that are
responsible. The levy funds would be used to improve property and
address areas that are experiencing deferred maintenance or violation of
city codes at a small investmentto Roseville taxpayers.
To accommodate existing programs and provide for funding to assist in managing
the rental licensing of one to four units of housing in Roseville, staff estimates that
$288,985 would need to be levied against all taxpayers in 2006. Using an
average assessed value for single family homes in Roseville of $194,256,
the estimated annual HRA tax would be $15.73 or $1.31 per month.
. A summary of how the proposed HRA levy would affect various Roseville
homeownersis shown below based upon a range of 2004 estimated market
values for single family homes is provided below.
Estlrned Markt . #f 4!0 of F,s#imed tl ribl
Yah DU4 - tl tt - A,tirrtai Lry - fVfn#hlr Incrsras
n I#s u nFts rrr n# in axe
L kFian $f, - 5+ . S_1 `. . __ Q.68
$ ,1 - $1   '  .'°6 ,   - 10, 5 ,rh3 - .  _.
- -$y4?1-'G,(] 15 _5 $1Q.$73. $,-1.5
17, - [,(]UC , +-4 3,7 - $16.D-- —'1,15 - 1.3 .
7 - ,1 - 16.t} - $. 3Q . $ _3 , 03
. _ . . . _. ... . ..
.rt 0, - . `o $I . ;s'.} - $`r. a .{ - ,5_$
v+er a00,] ---- , 0 73u . Jer •.5 vr .
