2. Policy Statement: Ensure that Roseville neighborhoods, residents and tenants are <br />protected from rental homes that violate housing and nuisance codes with more <br />proactive inspections. <br />a. Possible Action Steps: - evaluatedannuallyfor implementation within <br />budget resources <br />i. Recommend implementation of a single family rental licensing program <br />that requires an annual license and inspection of both interior and <br />exterior rented properties with 1� units - Recommend <br />implementation in 2006 <br />ii. Further evaluate the implementation of multifamily rental inspection <br />and license program for rental complexes over 4 units. <br />iii. Further evaluate programs and incentives with multi-family project <br />owners and managers. <br />3. Policy Statement: Encourage and support new in�i!} construction and home <br />remodeling that is consistent with the mass and character of the existing <br />neighborhood. <br />a. Possible Action Steps: - evaluafed annually for implementation within <br />budget resources <br />i. Explore the development of architectural guidelines (a book or <br />brochure of examples) for new infill single family development and <br />for home additions that add a second floor. <br />ii. Evaluate funding sources to provide architectural assistance (or <br />critiques) to applicants of infil) and second floor additions to ensure <br />that plans blend within the existing character of the neighborhood. <br />4. Policy Statement: Achieve a balance between families with school-aged children <br />and seniors in multifamily housing and the appropriate distribution of acceptable <br />units that are affordable and compatible with each unique lifestyle. <br />a Possible Action Steps: - eva/uafed anrrua/ly for implementation within budget <br />resources <br />Implement a new loan program specifically for families with <br />households of three or more using similar criteria similar as the <br />existing Housing Redesign Program. - Implemented and Funded in <br />2005 <br />Housing Plan— 2005 Page 18 Rose�zlle IICt.� <br />
