The tim.eline would delay <br />our projects start date by at least an additional6 weeks. <br />• How will storm water volume be controlled where infiltration does not occur because of the <br />clay-based soils that occur in a majority of Roseville? <br />Has a cost benefit analysis been performed by CRWD to determine the relationship between <br />water quality improvements in the Mississippiriver and the public and private costs incurred <br />by the City and properiy owners in the city. <br />The rules were developed by CRWD staff without the assistanceof the member cities. We are <br />very concerned about the thresholds set by the rules and our ability to meet the standards. We are <br />also concerned that the required facilities for new developments will add maintenance <br />responsibilitiesfor the Public Works Staff. <br />Roseville staff inet with staff from all of the jurisdictions (Roseville, St. Paul, Falcon Heights, <br />Maplewood, Ramsey County Public Works, M�lDot} in the Watershed District on Wednesday <br />November E�x`� to discuss the common issues and concerns we share over the proposed. rules. <br />While all agreed that we share the same goals as the Watershed District regarding water quality, <br />we felt that more technical discussion with the stakeholders should occur before imwlementation <br />of new rules. Representatives from the jurisdictions attended the public hearing �eld at the <br />District offices in St. Paul later that evening to propose the comment period be extended and a <br />technical advisory panel be established to wark through the concerns of the various jurisdictions <br />and refine the proposed rules if necessary. Subsequently, the Board extended the comment <br />period to December 15��� and will considerour suggestions once the comment period ends. <br />Attached is a map of the watershed boundaries in Roseville and the proposed CRWD rules. <br />Recommended Council Action: Discussion of the effect of the proposed rules and the <br />appropriate City response in the form of a resolution. <br />Prepared By: Duane Sc�waxtzl Deb Bloom <br />
