This SONAR serves as the justification for Watershed District Rules. This <br />document contains two sections, the first section describes the iieec� for Watershed District Rules and <br />the second section describes why the District feels the proposed rules are reasonable. Table 3 on Page <br />5 summarizes the actions taken by the Board of Managers over the past five years leading up to and <br />through the development of the SONAR and proposed Rules. <br />Assessmeut of Need for Watershed District Rules <br />The Capitol Region WatershedDistrict (District) was established September24, 1998 by the Board of <br />Water and Soil Resources (BWSR). In the order that created the district it states: "The Board of <br />Managers of the Capitol Region Watershed District should highly consider to:. .. set target pollutant <br />loads and improve the water quality of Lakes Como and McCaa�rox�s and require erosion control for <br />development and redevelopment.". (See Appendix A). <br />Subsequent to the establishment order, the District completed a Watershed Management �'la�i (WMP). <br />The Plan was the result of input received from many interested citizens, organizations, and <br />stakeholders. The Plan was adopted December 14,2000. It called for a multi-facetedapproach to <br />protect and improve the water resources of the District. One of the approaches was the incorporation <br />of stormwater management best management practices within the watershed as development and <br />redevelopmentoccurred. Section N-7 of the WMP, Resource Based Performance Standards &. <br />Watershed Rules, sets forth a plan to develop standards and ensure that they are achieved as <br />development and redevelopment occurs in the District. (See Appendix B) Section IV-7 of the WMP <br />set forth a review process with interimperformance standards and provided for the creation and <br />adoption of Rules. <br />During 2001 and 2002, the District developed Memorandums of Understanding (MO� with each of <br />the member Cities with the exception of St. PauL (See Appendix C) The MOU set forth a review and <br />comment process that would be utilized by the District and the Cities.
