The averae minimum standard of 3 units oer acre is imvortant to the
ecint use of regional systems, including wastewater system investments. Communities
that significantly over-utilize or under-utilizeregional systems can cause inefficiencies in
the of eioral resources. Additionally, achieviz hosing at these density levels may
help communities meet their obligations under the Metropolitan Land Planning Act to
plan to and address their housing needs.
Geographic paning area.
``he city of Roseville is designated as a"developed cflxum.nity" geographicplanning
area in the 2030 Regional Development Framework. Geographic larzaig areas are
shown on the 2030 Planning Area map. The planning area sets overall densities that the
planned developmentpatterns in your conmunity can be expected to achieve. (If there
are discrepancies between the 2030 FrameworkPlanning Area map, and the metropolitan
systems plans because of adjustments that occurred subsequentto the adoption of the
2030 Regional Development Framework document, communities should follow the
specific guidance contained in this system statement.)
As Roseville plans for current and future residents, it should focus on protecting natural
resources, ensuring sufficient public infrastructure, and developing transition strategies to
increase density and encourage infxll development.
Specific strategies for developed communities are found on pages 24-25 of the 2030
Regional Development Framework.
