Water Supply Planning Minnesota Statutes section 473.859, subd3 requires cities with a municipal water supply system to develop a water supply and conservation plan and submit it to the Council for its review. Communities sez�i�g more than 1,000 people are required by MinnesotaStatutes section 1036.291 to submit the emergency and conservationplan to the Department of Natural Resources. The guidelines for water supply plan updates were released in 2005.
