I. Comprehensive Goals and Policies <br />The Comprehensive DevelopmentPlans for Roseville, Minnesota are composed c� the <br />statement c� Goals and Policies on which the plans are based. For the Comprehensive <br />Development Plan to be valid and functional, these goals and policies must be based on <br />an understanding c� the aspirations held by the citizens for their community. The <br />community goals are preferences as to: <br />1. The general type c� community that future development should help produce; <br />and <br />2. The character and location c� the major physical elements forming the urban <br />environment. <br />A goal is a desired objective to be reached and a policy is the official rule or course c� <br />action taken to achieve the goal. The terms are subject to a wide range c� interpretation <br />and application. The following definitions are included to provide a common frame c� <br />reference. <br />Vision - A vision is a statement about the preferred future, an expression c� <br />optimism focused on what the community should look like in the year 2000 and <br />bevond. <br />Goal - A general statement c� community aspirations and more specific <br />objectives indicating a broad social, economic, or physical state or conditions <br />which the community officially agrees to strive to achieve in various ways, <br />including among other, through the implementation of the Comprehensive <br />Development Plans. <br />Policy - An officially adopted course or method c� action intended to be <br />followed. <br />Standard - A criterion used as a basis c� evaluation to determine the adequacy c� <br />plan proposals to attain objectives. Standards are applied in the effectuating <br />regulations whereby specific numerical standards for development, street <br />construction, building location, and similar criteria are established in the <br />regulations. <br />Program - A coordinated series c� policies and actions to carry out a plan. <br />Comprehensive Plan - A design which seeks to achieve agreed upon goals. <br />Rosevzlie ComprehensivePlan - 2003 Update Goals and Policies - Page 1 of T <br />
