Establish one citywide interdisciplinary "Neighborhood Action Program <br />or Ombudsman" to coordinate and facilitate each nei�hborhood's <br />responsibilities on social, and educational issues as well as physical <br />improvements. This could also be done throu�h a Commission on <br />neighborhoods (such as the HRA). <br />4. Convert unused/��derused commercial lands to residential uses. For <br />example, in underused strip centers, encourage redevelopment with <br />multi-family housing uses. <br />5. Identify evolving neighborhoods that are least resistant to change. <br />Consider redevelopingentire neighborhoodsto meet current and future <br />needs. If this is not feasible, offer all homeowners in the neighborhood <br />individual incentives to upgrade their property. <br />6. To protect the integrity c� all housing areas, require strict adherence to all <br />performance standards. <br />a) Undertake appropriate actions to ensure the safety and security of <br />residents in their neighborhood. <br />b) Maintain the quality c� existing residential areas through <br />comprehensive enforcement c� all codes. <br />c) Adopt appropriate ordinances to ensure property is maintained in <br />order to prevent deterioration c� residential neighborhoods. <br />d) Where higher intensity uses are located adjacent to existing residential <br />neighborhoods create effective land use buffers and physical screening. <br />e) Consider ordinances (including setbacks) to allow for easier expansion <br />or upgrading af existing residences. For example, establish a <br />percentage c� each lot {30%, 25%in shoreland areas) which may have <br />impervious cover; establish expansion standards consistent with the <br />majority c� adjacent or nearby structures; or, with both property <br />owners agreement, change side property line setback requirements to <br />side yard setbacks between structures <br />7.
