I. Comprehensive Goals and Policies <br />The Comprehensive DevelopmentPlans for Roseville, Minnesota are composed � the <br />statement � Goals and Policies on which the plans are based. For the Comprehensive <br />Development Plan to be valid and functional, these goals and policies must be based on <br />an understanding cf the aspirations held by the citizens for their community. The <br />community goals are preferences as to: <br />1. The general type cf community that future development should help produce; <br />and <br />2. The character and location cf the major physical elements forming the urban <br />environment. <br />A goal is a desired objective to be reached and a policy is the official rule or course � <br />action taken to achieve the goal. The terms are subject to a wide range � interpretation <br />and application. The following definitions are included to provide a common frame � <br />reference. <br />Vision - A vision is a statement about the preferred future, an expression � <br />optimism focused on what the community should look like in the year 2000 and <br />bevond. <br />Goal - A general statement � community aspirations and more specific <br />objectives indicating a broad social, economic, or physical state or conditions <br />which the community officially agrees to strive to achieve in various ways, <br />including among other, through the implementation of the Comprehensive <br />Development Plans. <br />Policy - An officially adopted course or method � action intended to be <br />followed. <br />Standard - A criterion used as a basis � evaluation to determine the adequacy � <br />plan proposals to attain objectives.
