I. Comprehensive Goals and Policies The Comprehensive DevelopmentPlans for Roseville, Minnesota are composed � the statement � Goals and Policies on which the plans are based. For the Comprehensive Development Plan to be valid and functional, these goals and policies must be based on an understanding cf the aspirations held by the citizens for their community. The community goals are preferences as to: 1. The general type cf community that future development should help produce; and 2. The character and location cf the major physical elements forming the urban environment. A goal is a desired objective to be reached and a policy is the official rule or course � action taken to achieve the goal. The terms are subject to a wide range � interpretation and application. The following definitions are included to provide a common frame � reference. Vision - A vision is a statement about the preferred future, an expression � optimism focused on what the community should look like in the year 2000 and bevond. Goal - A general statement � community aspirations and more specific objectives indicating a broad social, economic, or physical state or conditions which the community officially agrees to strive to achieve in various ways, including among other, through the implementation of the Comprehensive Development Plans. Policy - An officially adopted course or method � action intended to be followed. Standard - A criterion used as a basis � evaluation to determine the adequacy � plan proposals to attain objectives. Standards are applied in the effectuating regulations whereby specific numerical standards for development, street construction, building location, and similar criteria are established in the regulations. Program - A coordinated series � policies and actions to carry out a plan. Comprehensive Plan - A design which seeks to achieve agreed upon goals.
