�. Eliminate blight and prevent deterioration � buildings and infrastructure. <br />Strive for better aesthetic appeal. <br />�. Maintain and continue development � a strong economic base and create <br />a favorable climate for the operation cf responsible free enterprise <br />systems. <br />�_ Encourage opportunities for a diverse population with respect to age, <br />ethnicity, and economic composition. <br />6_ Provide active and passive open space for the enjoyment cf Roseville <br />residents. <br />7. Protect and enhance the natural ecological systems within the City. <br />�i , Enable the convenient movement cf persons and goods within the City in <br />a safe manner by motorized and non-motorized means. <br />�. Provide the services and facilities essential for the protection, operation, <br />and use of public and private property in the City in a cost effective <br />manner. <br />B. GENERAL LAND USE POLICIES <br />The City will: <br />l. Continue to be developed in accordance with a Comprehensive Plan for <br />land use, housing, transportation, and community facilities. Where <br />possible, all future development will reflect the major proposals � the <br />Com�rehensive Plan. Wherever possible, the plan will be related to and <br />� I i����3 with the plans in neighbnri�g cammunities, the T-35W 7 City <br />Coalition, and with the most current MetropolitanCouncil plans and <br />blueprints. <br />2. Maintain a Comprehensive Plan to reflect the maximum potential � <br />undeveloped properties consistent with good planning and development <br />practices. This includes the followingactivities: <br />a) Review and amend the Comprehensive Plan, annually if possible, to <br />ensure its usefulness as a practical guide to current and future <br />development (but at a minimum every 10 years); <br />b) Adhere to the Plan as closely as possible to ensure consistent <br />development policy; <br />RosevilIe ComprehensivePlan - 2003 Update Goals and Policies - Page 4 of 4 <br />
