4. Promote neighborhood enhancement. Maintain and develop close knit <br />neighborhoods for single and multi unit dwellings. Create neighborhood <br />and community identity and scale; and improve community <br />visual/aesthetic effect. <br />5. Encourage maintenance cf existing housing and property. Upgrade <br />current homes and property to meet "move up" housing needs. <br />Consistently upgrade residential amenities, infrastructure, and other <br />necessities to maintain and improve property values. <br />6. Park and open space are valuable assets to our residential areas. Guide <br />residential development locating it adjacent to the City Park and Open <br />System. <br />C. RESIDENTIAL POLICIES <br />The City will: <br />1. Adopt flexible standards for new single family and multi-family housing <br />developments to allow for innovative development and more efficient <br />densities. It is not the goal cf the City to significantly increase overall <br />residential densities. <br />a) Encourage higher quality �€uxed developments by allowing <br />planned unit developments as guided by the goals, policies, and <br />performance standards � the community with more dedication � <br />park and open space. <br />b) Where feasible or practical, integrate neighborhood oriented retaiU <br />service businesses (withinwalking distance) into the m�ed used <br />project. Consider such m�ed use developments in areas where <br />change is already underway, for example at the Twin Lakes and <br />Center Pointe areas, and at Hamline Center. <br />c) Encourage innovative high quality planning and design in <br />residential developments that cater to the life s�y�e/�i�e cycle � <br />present and future residents. Higher quality development may <br />include such improvements as masonry exteriors, higher window <br />and wall insulation packages, undermound parkin�, more usable <br />open space than normally required, porches, landscaping, <br />underground parking, �,tid amenities packages within each unit. <br />2. Encourage neighborhood interaction programs including community <br />policin�, nei�hborhood watches, and maintenance associations. �repare <br />n�igl7b�}r17�}r.xi welcome or enhancement meetings to recognize the �e�pl� <br />who live in the neighborhood.
