Discourage high <br />concentrations of low and modest cost housing in any portion or <br />neighborhood. <br />a� Provide quality, low density rental and owner-occupied residential <br />units, particularly one level. <br />b� Create affordable and/or subsidized congregate rental units for <br />seniors and others with special needs. <br />�� Consider senior housing in areas with nearby amenities such as <br />shopping, medical, community and church facilities, and volunteer <br />programs. <br />� 1_ Provide an appropriate amount � low and moderate cost housing and <br />opportunities for rehabilitation � the existing housing supply through: <br />a� the use cf Federal, State, local, and other financial resources; and <br />b� working with State agencies and Metropolitan Council and Rainsey <br />County HRA. <br />1? , Encourage year-round landscaping � public and private space, including <br />planned development � boulevards and medians. Review the <br />development and landscaping plans for parks and municipal facilities. <br />].3. COMI��RCIAL POLICIES <br />The City will: <br />1. Encourage the development� a wide range � retail sales and services in <br />the community. Concentrate these uses in existing retai�/sexvice areas. <br />2. Encourage the development or expansion � existing and future retail <br />shopping centers as a means � achieving maximum efficiency � land use, <br />adequacy cf vehicular movements and parking areas, and �`�axirnum <br />aesthetic consideration. <br />3. Restrict commercial development to specific areas in accord with the <br />Comprehensive Plan and avoid strip commercial development.
