(e) The Board of Managers has received from the proposed assignee any required surety to secure performance of the assigned permit. 9. Permit Fees. Procedure And Payment Of Fee. Applicant must submit the required permit fee to the District at the time it submits its permit application. Governmental Agencies Exempt. The fees described above will not be charged to the federal government, the State of Minnesota, a political subdivision of the State of Minnesota, or local governmental unit. Any development that has begun prior to the issuance of a permit will be subj ect to permit fees of twice the amount listed above. 10. Performance Surety. (a) Policy. It is the policy of the Board of Managers to conserve the District's water resources by assuring compliance with its rules. Cash surety will be used as a reimbursement source for staff/engin.eeri�g inspections. Requiring a bond or other surety to secure perfonnance of the permit conditions and the District rules is an effective way to conserve the District's water resources. (b) Performance Surety Requirement.
