Following is a summary of the statutory authority <br />to impose moratoria on certain uses and/or in certain areas. <br />Minn. Stat. � 462.355, subd. 4 authorizes a city to adopt a moratorium in four specific <br />contexts: <br />a� The city is conducting studies; <br />b) The city has authorized a study to be conducted; <br />e} The city has scheduled hearings for the purpose of adoption or amendment of the <br />comprehensive plan or official controls; or <br />
