System Plan Considerations Affecting Ynux Community
l. Metropolitan Sewer Sev
xest:
The forecasts of population, households, employment, and wastewater flows for Roseville
as contained in the adopted Water Resources Management Policy Plan are listed below.
These forecasts are for sewered development. The sewered housing forecasts were
estimated based on SAC data, annual city reports, current trends and other information
relating to your community. The wastewater flows are based on historical wastewater
flow data and the projected sewered housing and employment data.
Table 1
Year 2010 2020 2030
Sewered Po ulation 36,000 37,000 38,300
Sewered 3ouseolls 15,500 16,000 16,500
Swered Em lo ent 42,450 44,700 46,100
Avera e Annual Wastewater Flow MGD 4.47 4.5 4.54
Allowable Peak Hourl Flow MGD 10.73 10.8 10.9
The flow projections represent the Courici's commitment to a level of service, assuming
that the Council's underlying demographic forecasts are maintained. Adjustments may be
required based on verified growth or lack of growth. The city should contact Council staff
to discuss any proposed adjustments. Flow proj ections do not represent an allocation of
interceptorcapacity except in the event a temporary system constraint occurs. The
community must stive to keep its wet weather flows within the allowable peak hourly
rate.
At a minimum the Council will reevaluate flow projections every five years. Moreover,
the Council will also continue to monitor each city's flow on a continuous basis and note
any significant changes. The Council will use these growth and wastewater flow forecasts
to plan all iztr interceptors and treatment wark needed to srve your community. The
Council will not design future interceptor improvements or treatment facilities to handle
peak hourly flows in excess of the allowablerate for your city. Roseville, through its
comprehensive planning process, must decide the location and staging of development,
and then plan and design its local wastewater collection system to serve this development.
If you plan a total wastewater flow from your community in excess of the Council's
forecasts, your aaurnptias will be analyzed by the Council for their potential adverse
effects on the capacity or operation of the metropolitan system.
 - .
