Following is a summary of the statutory authority <br />to impose moratoria on certain uses aild/o�` in certain areas. <br />Minn. Stat. ;� 462.355, subd. 4 authorizes a city to adopt a moratorium in four specific <br />contexts: <br />a� The city is conducting studies; <br />b� The city has authorized a study to be conducted; <br />�� The city has scheduled hcaz�ings for the purpose of adoption or aznendanent of the <br />comprehensive plan or official controls; or <br />
