Mr. Miller anticipated an approximate average 5% overall increase, based on normal consumption; and noted that staff would return to the Council at a later date for formal action. Mayor Klausing requested staffs comment on Mr. Neprash's previous comments and whether the City was adequately funded for future storm waterprojects. Public Works Director Duane Schwartz advised that there was currently an adequate reserve to cover the projected five (year) Capital Improvement Program (CIP); and that of the identified five problem areas in the City, three had been or were currently being addressed. Mr. Schwartz noted that, the remaining two were more difficult to solve (i.e., Mr. Neprash's neighborhood). Discussion included annual Finance Department review of department capital improvements and rate adjustments to adequately address those improvements; rate structure for water and sewer use during summer and winter months; and the need to improve the condition of the water utility fund pending numerous infrastructure maintenance upgrades. Staff was directed to return with a formal request at the next scheduled regular City Council meeting, November 28, 2005. Mayor Klausing encouraged the public to provide input to the City Council or staff prior to that meeting. 4. Discuss Revisions to 2006 Fee Schedule Revisions to 2006 Finance Director Chris Miller reviewed staffs annual �ee Schedule comprehensive analysis of the City's regulatory functions and fee schedule. Mr. Miller pointed out a typographical error on Page 10 of the staff report dated November 21, 2005, for "Subdivision — Minor** (Hearing) with the appropriate proposed cost for 2006 to be $250.00, not $50.00 as shown (a $50.00 increase from 2005 rates).
