Councilmember Ihlan <br />further noted the need to review subdivision ordinances enacted <br />in 1956; referenced the sample Edina resolution provided as a <br />good draft for the City of Roseville; and opined the need for <br />substantial citizen involvement. Councilmember Ihlan spoke in <br />support of a moratorium process and urged Council support. <br />Councilmember Schroeder spoke in opposition to a moratorium. <br />Mayor Klausing spoke in opposition to a moratorium; opining <br />that the Planning Commission was in the midst of reviewing the <br />Comprehensive Plan update, and this seemed a perfect fit. <br />Mayor Klausing addressed conservation development in his <br />involvement with Regional Mayor's Conference and their work <br />with the Urban Land Institute; as well as Councilmember-elect <br />Pust's discussions during her campaign about revisioning. <br />Councilmember Ihlan opined that, if the City was interested in <br />conservation development, it needed to look at its subdivision <br />ordinance and amend those ordinances; the need to involve <br />residents; recognized the petitioners present to address the issue <br />tonight; and deal with contentious issues, not just the Anderson <br />proposal. <br />Mayor Klausing noted that the citizens were involved through <br />their representation on the Planning Commission and HRA; as <br />well as the public hearing and informational meeting processes <br />provided by both those entities, as well as public comment at <br />regular Council meeting. Mayor Klausing noted past discussions <br />to-date during his tenure on the Planning Commission and <br />subsequent Comprehensive Plan revisions; and the need for <br />policies for city-wide use, not just specific areas. Mayor <br />Klausing also encouraged citizens to personally contact their <br />elected officials with comments, suggestions or concerns. <br />Mr. Paschke noted that, when staff had been contacted by <br />citizens regarding public comment at tonight's meeting, staff had <br />referred them to the regular business meeting; and asked that the <br />Council hear public comment at another date when formal action <br />
