City Council Study Session —11/21/OS <br />DRAFT Minutes - Page 16 <br />Space by the McKnigh� Foundation) and findings on the value of <br />open space and how housing values were quantified based on <br />available area open space; and reiterated the need to involve the <br />community's input. <br />Mayor Klausing pledged that this process would have public <br />involvement. <br />Councilmember Maschka noted the substantial open space <br />represented in the City's maps, and questioned the City's ranking <br />regionally and nationally. Councilmember Maschka noted <br />pending impacts on public transportation; infi�l housing; <br />affordable housing; and the school district. <br />Councilmember Schroeder opined that the Twin Cities' Builders <br />Association and the Metropolitan Council should not be on the <br />Task Force, just used as a data source. <br />Further discussion included whether Option B as presented by <br />staff (information collection) was the preferred route; process; <br />timetable; staff direction; Comprehensive Plan discussion and <br />process; involvement of Planning Commission and I-�RA Chairs <br />in developing a plan; a charge for the Task Force provided by the <br />City Council. <br />Mayor Klausing suggested that a report be considered at the <br />second meeting in January of 2006. <br />Community Development Director Dennis Welsch noted that the <br />Comprehensive Plan process needed to be completed by the end <br />of 2007; and the City Council needed to provide direction to the <br />Planning Commission prior to initiating the process. Mr. Welsh <br />requested the City Council creation of a charge for the Tasl� <br />Force (i.e., how people are appointed to it, etc.); and noted that <br />he and department staff didn't have time in December to <br />accomplish the task, but January of 2006 should prove feasible. <br />Councilmember Maschka referenced the monies available from <br />the �i�A and School District; suggesting the Task Force be <br />implemented in early January; and opined that "this community <br />works." <br />
