5.0 RECOMMENDED CONDITIONS: <br />The following are staff recnr��rnendaiion for Birch Park: <br />5.1 The Developer must work with City Staff to develop a grading, drainage (storm water <br />management plan), utility and final tree preservation and landscape plan. <br />5.2 Birch Park will be responsible for a park dedication requirement. Staff assumes that a <br />payment in lieu of land dedication will be required amounting to $1,000 per net new lot. <br />The method of park dedication (land or fee) must be reviewed by the Park & Recreation <br />Commission and a recommendation included in the final action by the City Council. <br />6.0 STAFF RECOMMENDATION: <br />6.1 The City Planner recommends approval of the PRELIMINARY PLAT creating 10 <br />single family residential lots �'om the 3.73 acre site located at 952,960, and 978 Parker <br />Avenue, subject to the comments of Section 4 and conditions of Section 5 of the project <br />report dated October 5,2005. <br />7.0 PLANNING COMMISSION ACTION: <br />7.1 On October 5,2005 the Roseville Planning Commission held the public hearing <br />regarding the Anderson subdivision request. At the meeting a number of adjacent <br />property owners addressed the Planning Commission speal�ing in opposition to the <br />proposed 10 lot subdivision, voicing concern over storm water �anagernent/runoff, loss <br />of trees, added density and vehicles, landscape/sc�eening, and sanitary sewer capacity. <br />Other citizens spoke in favor of the proposal indicating increased marked value and tax <br />base, and the elimination of tired or distressed housing in the neighborhood (See at�ached. <br />Draft Minutes). <br />7.2 The Planning Commission voted (7-0) to recommend approval of the request subject to <br />the following conditions: <br />A. The Developer work with City Staff to develop a grading, drainage (storm water <br />management plan), utility and final tree preservation and landscape plan. <br />B. Birch Park will be responsible for a park dedication requirement. Staff assumes <br />that a payment in lieu of land dedication will be required amounting to $1,000 per <br />net new lot. The method of park dedication (land or fee) must be reviewed by the <br />Park & Recreation Commission and a recommendation included in the final <br />action by the City Council. <br />C. Buffering and landscaping to reduce the traffic and lights on neighboring <br />properties. <br />D.
