City Council Regular Meeting-11/28/OS
DRAFT Minutes - Page 7
for further discussion, and to address City Council
concerns.
Mayor Klausing sought consensus to approve the Check
Register.
Councilmember Kough advised that he would approve the
Check Register, with reservations as previously addressed
regarding reimbursement of expenses from the developer.
Klausing moved, Kough seconded, approval of the
following claims and payments as presented.
ACH Payments $101,585.55
41599-41740 $1 008 795.27
Total $1,110,380.82
Roll C all
Ayes: Kough and Klausing.
Nays: Ihlan.
Motion carried.
4.b Approve a Resolution Adopting a City Fee Schedule
(Former Consent Agenda Item 3.e)
Councilmember Kough opined that the fee increase for
3.2% Off-Sale Liquor Licenses from $30.00 in 2005 to the
arecoeded $200.00 in 2006 was excessive for an annual
renewal.
Finance Director Miller advised that the rationale for this
increase was that regulatory costs (i.e., criminal
background and compliance checks) were being incurred
by these establishments, similar to other liquor
establishments. Mr. Miller noted that the fee had not been
previously reviewed, and had remained at $30.00 for many
years, and didn't represent actual costs. Mr. Miller
advocated that the licensed, benefiting establishment
should pay for regulatory costs, without subsidy from
Roseville taxpayers.
Kough moved, Ihlan seconded, adoption of Resolution No.
Resolution 10353
Approve a
Resolution
Adopting a City
Fee Schedule
