Public Hearing for Rental Licensing and Housing <br />Maintenance Ordinances <br />Mayor Klausing welcomed those in attendance; reviewed the <br />process of the Public Hearing, with staff report heard, questions <br />of the City Council, and then public comment. Mayor Klausing <br />noted that the City Council would not be tal�ing any action at <br />tonight's meeting, but would be tal�ing the matter, tonight's <br />discussion, and public comment under advisement. <br />Community Development Director Dennis Welsch; Economic <br />Development Specialist and Housing & Redevelopment <br />Authority (HRA) Executive Director Cathy Bennett; Building <br />Codes Coordinator pon Munson; and Building Inspector Ricic <br />Talbot were present to provide assistance to the City Council and <br />public during review of the proposed ordinances and for <br />questions andcomments as applicable. <br />Mr. Welsch advised that introduction and discussion of the <br />proposed ordinance sections had been divided into two <br />discussions for public testimony: Property Maintenance Code <br />(proposed City Code, Section 906); and Licensing and Inspection <br />of Residential Rental Property of 1-4 Units (proposed City Code, <br />Section 907). <br />Pa�opeariv Maintenance Code <br />Mr. Welsch introduced the proposed Property Maintenance Code <br />and Rental Licensing sections of Ordinance, Sections 906 and <br />907 respectively to City Code. Mr. Welsh provided a historical <br />perspective over the last ten years; maintenance issues for <br />retaining value of the City's aging housing stocic; Planning <br />Commission review of surrounding and similarly-sized <br />communities and their housing maintenance codes; and a review <br />by the I-35W Corridor Coalition of model ordinances, with Code <br />Enforcement Officers agreeing that he International Property <br />Maintenance Code (IPMC) was the best model, with minor <br />modifications. <br />Mr. Welsch reviewed the purpose and goals of the property <br />maintenance code in providing authority for the City to regulate <br />the conditions and maintenance of all property, buildings, and <br />Renia� Licensing <br />and Housing <br />Maintenance <br />Ordinances <br />
