Mr. Seaberg opined that the point of the rental <br />ordinance was to eliminate absentee landlords, where problems <br />occur. Mr. Seaberg disagreed with the proposed posing of <br />rentals; and noted the number of people against rentals due to <br />parking, suggesting that the City enforce their current parking <br />ordinances. <br />Mr. Seabe�g noted that smaller rentals are used for the owners' <br />own retirement or for retirement income; that there was no <br />money in duplex or single-family rentals; that they weren't <br />rented for income; and opined that the Council, by considering <br />this ordinance, was using a cannon where they should be using a <br />B-B gun. <br />Mr. Seaberg further opined that the City should have an avenue <br />to determine where rental units were located, that there was no <br />need for an annual inspection; and that the building owner should <br />not be required to pay for a tenant's utilities or trash pick up. <br />Mr. Seaberg noted that his tenants paid their own utilities and <br />trash bills, that they weren't his responsibility. Mr. Seaberg <br />concluded by opining that the City appeared to be "picking on" a <br />small group of people; he found the proposal discriminatory; and <br />suggested the City enforce existing ordinances and make <br />maintenance of all properties compliant. <br />Jane Larson,1612 S�illman Avenue V4� <br />Ms. Larson, identifying herself as the owner-occupant of a <br />double bungalow, opined that the proposed ordinance didn't <br />malce sense and was discriminatory; with most cities exempting <br />smaller properties, and having licensing requirements for larger <br />properties. Ms. Larson further opined that the proposal was <br />intrusive; and she was vigorously opposed to it. Ms. Larson <br />discussed the nature and type of rental properties; some elderly <br />and/or single parent homeowners and their physical andlor <br />financial inability to adequately maintain their properties.
