It is a single family dwelling in a residential neighborhood surrounded by parked automobiles. The
cars are on the driveway, in the street and often on the lawn. Garages are not used for cars, because it is too much trouble to
move cars in the driveway that block cars in the garage. Four to seven cars are parked there day and night all year round. They
interfere with snow plows, street sweepers, mail trucks, garbage trucks, etc.
What is the root cause of the problem? Single family homes were not designed for rental property use. They do not have
adequate provisions for multiple automobiles. They do not meet the requirements of the State of Minnesota Uniform Fire Code.
Sleeping rooms do not have the means for rapid egress in case of fire, especially when bedrooms are on the second floor or in
the basement.
Noise is sometimes a problem, depending on the renters involved. All in all, these rental single family homes are an eyesore
that reduce the property values of the surrourding homes.
Recommendations:
} Write city codes which prohibit the parked-careyesores described above. Apply the Uniform Fire Code rigorously to rental
single family dwellings.
2) Define a new zoning ordinance R-!-HO, for Residential Single Family Dwellings, Homestead Only that would prohibit
rentals entirely. The R-9-HO Zoning would be invoked if say 80% of the residents in a neighborhood request it.
Sincerely yours,
1rns R Gra
Frsrr c, 'ra ti,,1
11} BQS
