� c. Impact on traffic, pedestrian circulation, and emergency response on the site. <br />d. Impact on parking on the site. <br />e. The height of inerchandise displays. <br />f. The hours which merchandise is displayed. <br />g. The type of inerchandise to be displayed. <br />h. Incidental or seasonal display si�nage, to a maximum of seventy five (75) square feet <br />in area, shall be placed on a solid surface or attached to a solid surface for the term of the <br />display. <br />i. Accessory structures used in incidental or seasonal displays shall meet all applicable <br />fire codes and parking lot setback requirements. (Ord. 123$, 3-13-2000) <br />4. The outside display of inerchandise, except as covered in subsections El, E2, and E3 of <br />this section, is permitted by conditional use permit. When considering any such conditional <br />use permit request, the planning commission and city council shall consider the following <br />criteria to determine the impact of the proposed outside display on the site, adjacent <br />properties and the community as a whole: <br />a. The amount of outside sales area compared to the amount of inside sales space. <br />b. Location of the outside sales area and the extent it encroaches on required setbacks. <br />c. Impact on traffic pedestrian circulation, and emergency response on the site. <br />d. Impact on parking on the site. <br />e. The height of inerchandise displays. <br />f. The hours in which merchandise is displayed. <br />g. The type of inerchandise to be displayed. <br />.' S. The issuance of a conditional use permit for the outside display of inerchandise shall not <br />cause nonconforming sites to be brought into conformance with all code requirements, or <br />the dedication of street rights of way. (Ord. 1091, 5-28-1991; anr�d. 1995 Code; Ord. 1238, <br />3-13-2000) <br />F. Process And Equipment Limitations: Processes and equipment employed and goods <br />processed or sold shall be limited to those which are not objectionable by reason of odor, <br />dust, smoke, cinders, gas, noise, vibration, refuse matter or water-carried waste. <br />G. Buffer Zone Between Business And Residence District: Where a business district ab�ts a <br />residence district, any new development shall include a landscaped buffer zone. There shall <br />be a protective strip of land not less than ten feet (10') in width. This protective strip shall <br />contain no structures, shall not be used for parking, off-street loading or storage. The <br />landscape treatment shall include a compact screen wall or fence but shall not extend within <br />fifteen feet (15') of the street right of way. The planting or fence design must be approved by <br />the Corrununity Development Director or designee as being in �a��ony with a residential <br />neighborhood and providing sufficient screening of the commercial area. The hedge or fence <br />shall be no less than six feet (6') nor inore than eight feet (8') in height. (Ord. 275, S- �2- <br />1959) <br />H. Night Watchman Office: A night watchman office is allowed as an accessory use in all <br />business districts. (Ord. 997, 5-12-1986) <br />I. Accessory Buildings Prohibited. No accessory building shall be constructed in any Business <br />"B" zone. <br />
