I On November 28, 2005, the City Council held a public hearing and took public testimony <br />regarding possible adoption of a new section of the City Code – Section 906 pertaining to <br />the Property Maintenance Code. <br />�.� Attached is a staff response to the questions raised at the public hearing regarding the <br />Property Maintenance Code. (AttachmentA) <br />?.3 At the request of Council Member Ilhan, attached is a comparison of the proposed new <br />code through the adoption of the International Property Maintenance Code and the <br />existing City Code. (AttachmentB). <br />�,�I Proposed Housing Preservation C Maintenance Code <br />�, I Staff is recommending that the City adopt a Property Maintenance Code to help preserve <br />��n�� itii�r{�k�� LE�� al and value within Roseville's neighborhoods regardless of owner <br />or rental status. A Property Maintenance Code, as proposed, will help staff and property <br />owner become more efficient and cost effective in addressing common residential <br />maintenance issues such as those shown in attachment D. <br />— �a :i The proposed ordinance would adopt the International Property Maintenance Code, 2003 <br />— Edition, with minor amendments to concur with the existing City Code and State <br />— Building Code. (See Attachment C) The IPMC is the most widely adopted maintenance <br />— code in Minnesota cities, similar to the building code. <br />�.� The ordinance would provide minimal acceptable standards for maintenance of existing <br />buildings, structures, premises and facilities to protect health, safety and general welfare <br />of the City.
