City Council Regular Meeting —12/OS/OS <br />DRAFT Minutes - Page 31 <br />Roll Call <br />Ayes: Kough; Maschka; Ihlan; Schroeder and Klausing. <br />Nays: None. <br />10. Consider Council Approval of the Mayor's Appointment to <br />the HRA (Housing and Redevelopment Authority) <br />Mayor Klausing noted recent interviews with three candidates <br />for the HRA appointment and the excellent qualifications of each <br />candidate. Mayor Klausing recommended appointment of Ms. <br />Susan Elkins, recognizing her fmancial expertise and ability to <br />represent private homeowners in a market not presently <br />represented on the HRA board. <br />Klausing moved, Maschka seconded, adoption of Resolution No. <br />10359 entitled, "Resolution Approving Mayor's Appointment of <br />Susan �lkins, to the Housing and Redevelopment Authority, in <br />and for the City of Roseville, to fill a 5 Year Term." <br />Roll Call <br />Ayes: Kough; Maschka; Ihlan; Schroeder and Klausing. <br />Nays: None. <br />11. Consider Proposed Eminent Domain Policies and Ordinance <br />Councilmember Ihlan presented a proposed ordinance restricting <br />the use of Eminent Domain, for Council consideration. <br />Councilmember Ihlan noted that she was proposing the <br />ordinance at this time as it appeared that the Council majority <br />was likely to move forward in the near future on voting on <br />Eminent Domain for the Twin Lakes project; and her <br />determination to have a policy in place prior to that action. <br />Ihlan moved, Kough seconded, enactment of an Eminent Domain <br />Ordinance, based on the following provisions: <br />1) Eminent Domain shall not be used to take property for <br />private commercial, retail, business or industrial <br />development or redevelopment. <br />2) Private property acquired through Eminent Domain shall <br />not be dedicated, sold, leased in substantial part, or <br />otherwise transferred to a private person, partnership, <br />corporation or any other entity for a period of ten years <br />follawing the acquisition of p�operty by the City, except <br />Resolution 10359 <br />Appointment to the <br />HRA <br />Proposed <br />Eminent Domain <br />Policies and <br />Ordinances <br />
