Manager Approval: Agenda Section: <br />F �+ ` C �RSenr <br />— • — — - • ;��� �`�'��'� — _ <br />IEern Description: INTRA-STATE MUTUAL AID AGREEMENTS <br />BACKGROUND <br />The State of Minnesota Department of Public Safety, Division of Homeland Security and Emergency <br />Management, has directed that all emergency response functions within the state be coordinated to the <br />maximum extent with the comparable functions of the state government. This state-wide coordinated response <br />is codified in Chapter 12, Section 12.331, allowing for Intrastate Mutual Aid between all levels of government <br />response to the occurrence of natural and other disasters of major size and destructiveness. All State, County, <br />and Local jurisdictions in Minnesota should approve a resolution that recognizes and promotes the <br />establishment and utilization of mutual-aid agreements. The Minnesota Division of Homeland Security and <br />Emergency Management states a resolution should be approved by each state or local jurisdiction by December <br />31, 2006. <br />Adoption of the Intrastate Mutual Aid Agreement is necessary to provide for the rendering of mutual aid among <br />the political subdivisions of the state and to cooperate with the federal government with respect to carrying out <br />emergency management functions. The City of Roseville has adopted both the Ramsey County All-Hazards <br />Mitigation Plan and the Ramsey County Emergency Operations Plan, as our plans to respond to natural and <br />man-made disasters that may occur in our city. The Intrastate Mutual Aid Agreement provides city emergency <br />management personnel, the ability to request mutual-aid assistance in case of an emergency or disaster too <br />great to be dealt with unassisted. The Intrastate Mutual Aid Agreement, under Chapter 12, Section <br />12.331, directs mutual aid assistance consistent with our local emergency operations plan, (EOP), in a time of <br />emergency, each local organization for emergency management and its members shall render assistance in <br />accordance with the provisions of the mutual-aid arrangements. <br />The adoption of the Intrastate Mutual-Aid Agreement promotes efficiency and effectiveness of emergency <br />response by designating a city administrator, manager, police or fire chief, public works director, or other officer <br />who, exercising discretion and considering the needs of the city and citizens, to dispatch equipment and <br />personnel as considered necessary if a fire, hazard, casualty, or another similar occurrence exists outside the <br />political subdivision and by its suddenness it would be impractical for the governing body of the city itself to <br />authorize the dispatch of equipment and personnel to combat that emergency or disaster. <br />City staff recommends the adoption of a Resolution promoting the Use of Intrastate Mutual-Aid Agreements, as <br />codified in MN Statutes Chapter 12, Section 12.331 <br />PROPOSED ACTION <br />�?�n approval from the Council, adopt by resolution, the Intrastate Mutual Aid Agreement <br />FINANCIAL IMPLICATIONS <br />None. <br />STAFF RECOMMENDATION <br />Staff recommends that Council adopt the Intrastate Mutual Aid Agreement to provide for the rendering of mutual <br />aid among the political subdivisions of the state and to cooperate with the federal government and respect to <br />carrying out emergency management functions. <br />COUNCIL ACTION REQUESTED <br />Adopt by resolution, the Intrastate Mutual Aid Agreement. <br />
