Staff responses are in italics. <br />� Of the 382 notices sent to possible rental owners, 16 total comments were <br />i� received. <br />I�� - 4 wanted more regulation and were in support <br />ll <br />1� <br />1? <br />I� <br />- 2 had general questions - not sure if pro or con <br />- 10 were opposed to regulations - 4 of these were duplex owners who live <br />in one side <br />1� 1. What is the origin and purpose of the rental ordinance? Staff Response - <br />1�� The increase of small (most/y sing/e family) renta/ properties has become a <br />I r neighborhood issue and concem of sing/e family property owners over the <br />l�s past 3-5years. Property ownersgenerally do not like to see their <br />]�� neighborhoodgo renta/ but whatgets them upset is the disruption to the <br />�[� peacefullivability of the neighborhood the renta/ propertiessometimes <br />�.1 cause. The cause of the disruption and nature of the comp/aintsis usually <br />2? overcrowding within a renta/ unit and having 6-8 renters resu/ts in 6-8 cars, <br />'_� etc. Over and over the same scenario p/ays out; we tell the comp/ainant we <br />?� suspect the renters are in vio/ation of City Code but that the City has no <br />�.s authority to enter the renta/ and enforce this provision. Then theyget even <br />�� more upset. "Why can't you protect us from these? They are businesses <br />��' detracting from our neighborhood Roseville used to be a nice p/ace to raise a <br />i� family, not anymore!" This has been a very frustrating issue for property <br />�9 owners and city staff alike. The main issues are occupancy /oads <br />a�) (overcrowding), parking(more cars that can fit in the drivewayresu/ting in <br />;1 parking on the grass, mud and dead /awns, and parking �n front of neighbors <br />3i homes - which resu/ts in b/ocking visibility when they /eave their driveways), <br />�� late evening conduct, outside storage o f junk and househo/d items and <br />� 4 genera/ exterior lack of maintenance such as home`s exterior not kept <br />�� painted, lawnsnot mowed, garbage /eft outside and in disarray, e�c, A/so, the <br />?�a codesand fire staff have experiencedan increasingnumberof interior <br />� i comp/aints and issues such as p/acing s/eeping beds in dangerous /ocations, <br />�� adding bedrooms without permits, inadequate egress windows in basements, <br />a� splitting sing/e-family homes into dup/exesand dup/exes into �riplexes, mo/d <br />��� and water damage in p/aces were peop/e are renting and refusing to fix the <br />
