Department Approval <br />�� ,�: �� <br />Item Description <br />l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Date: 9/14/09 <br />Item No.: 12.e <br />City Manager Approval <br />� / <br />Adopt a Resolution Adopting the the 2010 Preliminary HRA T� Levy <br />BACKGROUND <br />State Statute requires all municipalities that have levy authority over other governmental agencies to adopt <br />a preliminary tax levy for that agency by September 15th for the upcoming fiscal year. The Roseville <br />HRA, while a separate legal entity, does not have direct levy authority. The City Council must adopt a levy <br />using its authority along with a designation that the funds go to the HRA. The Final 2010 HRA levy is <br />scheduled to be adopted in December. Once the �reliminary levy is ado�ted it can be lowered, but not <br />increased. <br />At the July 27, 2009 City Council meeting, representatives of the HRA presented an overview of the 2008- <br />2012 Strategic Plan which included a status update of current programs and suggested work plan for 2010. <br />On August 31, 2009, the HRA formally adopted a resolution calling for a 2010 Recommended T� Levy in <br />the amount of $353,500, an increase of $95,500 from the current levy. A copy of the resolution is attached. <br />Representatives of the HRA will be in attendance to speak to the request. <br />The following table summarizes the estimated t� impact on residential homes, based on the HRA's <br />recommended 2010 t� levy, estimates provided by Ramsey County, and assuming no increase in propertX <br />valuation. <br />The amounts shown above are independent of the impact that results from the City's t� levy. <br />Page 1 of 4 <br />
