Provide a.2% (6 cents per hour) market adjustment to <br />_ the step program from the six month step through top pay at three years in <br />. order to maintain the officers at 98.2% of the average for the 10 comparable <br />. Cities as they were in 2008. <br />3. LONGEVITY: <br />➢ Same three percent increase as the wage increase. <br />� 4. UNIFORMS: <br />� ➢ The City will provide a uniform allowance of $720 for uniformed officers and <br />� $636 for all others in unit for 2009. This is the same amount as 2008. <br />� 5. INSURANCE: <br />� ➢ Same as City Council has provided to all other City staff. <br />*All other groups are settled for the year 2009. <br />POLICY OBJECTIVE <br />. Each year the City budgets wage and benefit adjustments for all employees. The adjustments <br />� stem from the best information known or anticipated from the metro labor market, labor <br />� settlements, and consumer price index. <br />� The City's compensation policy objectives include: <br />� Internal Equity — maintaining a compensation and benefit package that is as consistent as <br />� possible between the City's three union and two non-union groups. <br />f External Equity- maintaining compensation and benefits packages that are equivalent to <br />f comparable cities for comparable positions. <br />t BUDGET IMPLICATIONS <br />f This proposed package costs the City $6,222 more than the Council-approved 2.9% in the 2009 <br />� budget, but saves approximately $20,000 in arbitration fees plus the cost of additional staff time <br />and any amount awarded by the arbitrator beyond the approved 2.9%. <br />STAFF RECOMMENDATION <br />Staff recommends approval of the 2009 LELS contract. <br />REQUESTED COUNCIL ACTION <br />Motion to approve the proposed terms and conditions for the 2009 collective bargaining <br />agreement with the LELS, directing City staff to prepare the necessary documents for execution, <br />subject to City Attorney approval. <br />Prepared by: Eldona Bacon, Human Resources Manager <br />Page 2 of 2 <br />
