Depa� ent Approval <br />� <br />Item Description: <br />BACKGROUND <br />l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Date: 9-28-09 <br />Item No.: 12.d <br />City Manager Approval <br />Community Development Department Request to Perform a City <br />Abatement for Unresolved Violations of City Code at 2558 Fairview Avenue. <br />• The subject property is a vacant single family home previously used as a rental property. <br />• The current owner is Mr. Nam T. Nguyen who lives at 1880 Snelling Avenue in Roseville, <br />Minnesota. <br />• Current violations include: <br />• Piles of dead vegetation (Violation of City Code Section 407.02.D). <br />• Junk and debris in the side and rear yards (Violation of City Code Section 407.02.D). <br />• House has been broken into and is not secured from entry (violation of City Code Section <br />407.03.J). <br />A status update, including pictures, will be provided at the public hearing. <br />POLICY OBJECTIVE <br />The City goals within the Comprehensive Plan are to protect and improve property values (Goal 3, 4, <br />and 5; page 6 and, Section 3) and to adhere to performance standards which protect the integrity of the <br />housing units and the neighborhood (Policy 6, page 8, Section 3). <br />FINANCIAL IMPACTS <br />City Abatement: <br />An abatement would encompass the following: <br />• Removal and disposal of all dead brush, junk and debris. <br />o Approximately - $300.00 <br />• Secure openings. <br />o Approximately - $250.00 <br />• Total: Approximately - $550.00. <br />In the short term, costs of the abatement will be paid out of the HRA budget, which has allocated <br />$100,000 for abatement activities (residential) . The property owner will then be billed for actual and <br />administrative costs. If charges are not paid, staff is to recover costs as specified in Section 407.075. <br />Costs will be reported to Council following the abatement. <br />Page 1 of 2 <br />
