This <br />process has oftentimes been referred to as `Sudgeting for Outcomes' but other descriptive names have been <br />used as well. In conjunction with this process, the City Council received a report from Springsted Financial <br />Advisors which depicted the costs associated with individual programs and services. A copy of the <br />Springsted Report is attached. <br />Several members of the Council indicated a desire to have greater detail regarding the programs and <br />services that were listed, including a general description, level of service, and whether a particular service <br />was mandated or discretionary. The Council also expressed an interest in seeing any applicable revenue <br />sources that might be available to offset specific program costs. <br />Over the next few weeks, City Staff will be compiling this information. At this time, Staff has assembled a <br />general description of each City function that was identified in the Springsted Report. These descriptions <br />are shown in Attachment B. <br />A Representative from Springsted will attend the Council meeting to provide a brief overview of the project <br />and methodology. Springsted and City Staff will be available for questions or comments regarding the <br />attached information. <br />POLICY OBJECTIVE <br />Establishing a budget process that aligns resources with desired outcomes is consistent with governmental <br />best practices, provides greater transparency of program costs, and ensures that budget dollars are allocated <br />in the manner that creates the greatest value. <br />FINANCIAL IMPACTS <br />Not applicable. <br />STAFF RECOMMENDATION <br />Not applicable. <br />Page 1 of 2 <br />
