l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />}� � <br />DATE: 10/12/2009 <br />ITEM NO: 7.g <br />City Manager Approval: <br />Item Description: Approval of an electronic message board for the Roseville Oval <br />freestanding monument sign adjacent to County Road C. <br />1.O REVIEW OF REQUEST <br />1.1 On September 30, 2009, the Roseville Planning Division received the Sign Permit <br />application from Spectrum Sign Systems on behalf of the Roseville Park and Recreation <br />Department to replace the existing reader board with an electronic reader board. <br />1.2 Section 1010.03A3 (Governmental Signs) states: Except for traff c related signage, all <br />permanent city, school, or othergovernmental unit signage, including flags, must be <br />approved by the City Council. <br />1.3 Regarding electronic reader boards, Section 1010.02A13 (Flashing Signs) states: A sign <br />which artif cial light is not maintained stationary or constant in intensity, form or color <br />at all times including but not limited to vedio signs, electronic message boards, animated <br />signs, electronic display screens, and scrolling signs. Flashing signs shall not include <br />signs where artif cial light changes in intensity, form, or color three times or less in a 24- <br />hour period <br />1.4 In review of the submitted Sign Permit, the Planning Division has reviewed the Sign <br />Regulations section of the City Code and reviewed the item with the City Attorney, <br />concluding that the electronic message board is permitted and required the approval of <br />the City Council. <br />2.O SUGGESTED CITY COUNCIL ACTION <br />SY MOTION, APPROVE the requested sign replacement for the Roseville Oval <br />freestanding monument sign, 2661 County Road C, to be fabricated and installed by <br />Spectrum Sign Systems. <br />Prepared by: City Planner Thomas Paschke (651-792-7074) <br />Attachments: A: Sign Permit Application <br />Page 1 of 1 <br />
