Under this me�hod, which is usually the simplest <br />ap�raach, the value of the property is estimated "be#ore" and "aft�r" the taking(s), <br />the di-�ference between the two being the darr�ages aceruing to ti�e property as a <br />result of the taking including damages to the remainder, if any. The measure of <br />damages to th� subject property is the comparative market value of the property <br />"before" and "after" th� taking by the City of Roseville o� road right-of-way, a <br />#err�porary easement, a remnant parcel, a truck maintertance facility and a 60'x101' <br />addition to the rnair� building. <br />Under Minnesata State Law, tF�e vafue af the "r�mainder" parcel in the "after" <br />situation does not take into consideration any special or general benefits that may <br />accrue to the property as the result o� the City af Roseville's Twin Lakes Roadway <br />Project. <br />TF�is appraisal report has been made in conformity with the fol6owing: <br />� The "Uniform Standards of Professional Appraisal Practice" of the <br />Appraisal Foundation as manda�ed by th� Financial Institution's R�form, <br />Recovery and Enforcement Act nf 7 989 (FIRREA}. <br />Dahlen, Dwyer d`-?
