(Cuningham Group) is pleased to submit our Response <br />to your Request for Proposals for the Zoning Code Update. We are delivering six (6) copies as <br />requested; within each copy is enclosed a compact disk (CD) containing examples of some of <br />our recent code drafting efforts. We are also enclosing a PDF file of the proposal on a separate <br />CD. <br />Our Response is based on our understanding of your request to update the City's Zoning Code <br />working closely with staffto complete a form-based code that integrates use based criteria. <br />We spent time reviewing your existing code as well as the Imagine 2025 and the City's 2030 <br />Comprehensive Plan. We also focused on gaining an understanding ofthe community's <br />overall physical pattern, which we summarized graphically. This initial effort helped to inform <br />how we might begin to think about and approach a form-based code using the Arona <br />Neighborhood Master Plan as a case study. A summary of our initial analysis of the code as <br />well as a suggested format are included in our proposal as an attachment. <br />Our proposal is highlighted by: <br />• Recent code experience integrating form-based standards with use-based criteria for <br />the City of Madison, Wisconsin; the Minnesota State Capitol Area; and Mason City, <br />Iowa. <br />• Our work focuses on using a variety of graphic and text formats that are oriented to <br />making the product user friendly and easier for the general public to understand. <br />• Cuningham Group is a Natural Step company that operates from a set of sustainable <br />principles; we approach our business and our services from a holistic, sustainable <br />philosophy. <br />• Our team will be lead by Suzanne Rhees, AICP who has extensive experience with <br />code writing; she is the co-editor of the APA PAS Report "Codifying the New <br />Urbanism." <br />We appreciate this opporiunity to propose services; please let me know if you have questions <br />about our Response or need additional information.
