Zoning Code Update
Code Analysis
How Do We Analyze a Zoning Code? Zoning Compared to
Plans and Policies
To illustrate our approach, we offer an initial analysis of Roseville's
existing zoning code in relation to the land use categories of the 2030
Comprehensive Plan, the goals and policies of Imagine Roseville 2025, and
other plans such as the Twin Lakes redevelopment strategy.
1he table below compares planned land use categories with existing zoning
districts. Planned land use categories are supposed to be broader than
zoning categories - for example, the "LDR" or "MDR" category may contain
a range of zoning districts and densities. However, the relationship between
plan and zoning categories should be direct and understandable.
Plan Land Use Category Density or Intensity; Use Equivalent Zoning Comments
Mix District(s)
Low-Density Residential Single-family:l.5 -4 units/ R-1 - Single-family (1.5-4
(LDR) acre units/acre)
2-Family: < 8 units/acre SFROD
R-2 -Two-family (4-8 units/
acre)
R-8 - Mobile Home (8 units/
acre)
Medium-Density Residential Variety of housing types, 4- R-3 - General Residence (10 - R3 and R-3A apply across
(MDR) 12 units/acre 22 units/acre) both MDR and HDR
R-3A - Multi-Family (10 - 30 categories
units/acre) (Most MDR areas are zoned
R-4-ThreetoFour-Family(8 PUD)
- 12 units/acre)
R-5 -Three to Eight-Family
(8 - 12 units/acre)
R-6-Townhouse(11 units/
acre)
High-Density Residential Multifamily housing types, R-3 - General Residence (10 - R3 and R-3A apply across
(HDR) >12 units/acre 22 units/acre) both MDR and HDR
R-3A - Multi-Family (10 - 30 categories
units/acre)
R-7 - Apartment Park
(varying densities)
Community Mixed Use Medium/high density B-6 - Mixed Use Business The organization of the
(CMU) residential, office, business, Park B-6 District and the lack
institutional, parks and open Other districts may also of additional mixed-
space.
