Sign requirements are well- <br />organized. <br />• Design standard regulations (2008) have improved the general quality of <br />design for multifamily and nonresidential development. Most standards <br />can be integrated into the new Zoning Code with the addition of <br />illustrations and diagrams to improve their readability. What the design <br />standards do not address is pedestrian orientation — the treatment of <br />entrances, building street walls, facade articulation, and other design <br />elements such as those in the Twin Lakes "Design Principles." Design <br />principles of this type should be integrated into both mixed-use districts <br />and single-use districts to the extent feasible. <br />• The Administrative Deviation (2008) is a useful technique for <br />encouraging property improvements on existing lots with limited <br />opportunities for expansion. <br />• The requirement for an open house for community input prior to <br />submission of a rezoning application is a valuable addition to the Code, <br />allowing for informal discussion of proposals prior to the official public <br />hearing process. <br />Environmental Management sections of the Code: <br />• 1he question of the degree to which the Cit�s shoreland regulations (the <br />Water Management Overlay District) should be integrated with the new <br />Zoning Code remains to be discussed. <br />• Stormwater management standards should be updated to recognize <br />and provide incentives for low-impact development techniques such as <br />bioretention, pervious paving, etc. <br />• Other aspects of sustainability, such as incentives for energy conservation, <br />renewable energy, energy-efficient construction and local food production <br />should be considered as part of the code rewrite. <br />Parking standards: <br />• Parking landscaping requirements are repeated in the Design Standards <br />and the Parking standards; language is almost but not entirely identical. <br />• Off-street parking requirement seem to be at the upper end ofwhat <br />is typical for suburban municipalities; reduction for shared parking, <br />vanpooling, and proof of parking for PUDs are allowed.lhe new <br />Zoning Code should consider additional methods for parking demand <br />management, including incentives for bicycle parking and for structured <br />parking. <br />� -� <br />; •..
