EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 9th day of November, <br />2009, at 6:00 p.m. <br />The following members were present: Roe, Pust, Johnson, Ihlan and Klausing <br />and the following were absent: none. <br />Member Roe introduced the following resolution and moved its adoption: <br />RESOLUTION No. 10761 <br />MEDICAL DIRECTION AGREEMENT -EAST METRO SWAT AND ALLINA <br />HEALTH SYSTEMS <br />A resolution approving a medical direction agreement relating to a combined <br />tactical team with the Cities of St. Anthony, New Brighton, North St. Paul and the <br />University of Minnesota which is known as the East Metro SWAT Team and <br />authorizing the Chief of Police to execute the Agreement on behalf of the City of <br />Roseville. <br />WHEREAS, the Law Enforcement Agencies have entered into a mutual aid agreement <br />to create a S WAT team; <br />WHEREAS, the Law Enforcement Agencies, acting through the SWAT Team, engages <br />in high risk law enforcement activity for public safety agencies within <br />member communities; <br />WHEREAS, the SWAT Team will use one or more paramedics to provide emergency <br />medical support to SWAT Team operations; <br />WHEREAS, the Law Enforcement Agencies desires to retain Allina Health Systems to <br />provide professional support and medical direction for SWAT Team <br />paramedic operations; <br />WHEREAS, Allina desires to provide medical direction and supervision of the medical <br />care rendered by SWAT Team paramedic(s) and agrees to provide this <br />service through Charles Lick, MD, and Paul Satterlee, MD, and any <br />
