v <br />FOR ROSEVILLE CITY OFFICIALS <br />November 22, 2009 <br />~~vtc,~ -µ-ahdgufi <br />i~~a3~09 <br />Several Unanswered Budget Questions, <br />And a Few New Ones <br />Since salaries and benefits are the largest part of our budget, we <br />begin with these questions. <br />On City Employee Staff Levels: <br />1) Would you please provide the number of full-time and part-time <br />employees by department, and provide the same number for the past <br />three years (2007-2009)? <br />2) Because of budgetary constraints were any employees paid by <br />property tax- supported funds laid off this year? <br />3~ Does the current City Manager's recommended 2010 budget require <br />the lay-off of any employees paid by property tax-supported funds? If so <br />would you please provide the number of employees by department? <br />On City Employee Compensation: <br />Rather than /ay emp/ogees off, an outcome no one wants, wou/d <br />the City not first wish to address these questions? <br />1) What are the amounts allocated in the proposed budget for <br />Overtime by department, and would you provide the amounts actually <br />expended for overtime by department going back three years (2007- <br />2009)? <br />2) We understand that city administrators will not grant`COSt Of <br />living adjustments next year. This is reasonable since there has <br />been little if any inflation this year according to the federal government. <br />a. Was this decision built into the proposed 2010 budget? If not how <br />much in savings could this achieve? <br />b. Does this decision not to grant cost-of-living adjustments cover all <br />employees? If not, what do already negotiated contracts for <br />
